Can a customer see a store's security camera?

Can a customer see a store's security camera for her/his missing item? I could not find my cream knit top after I came back from the store to my hotel. I thought the cashier forgot to place / misplace the top in my bag, Therefore; I called managers/ regional managers to check the security camera. They could not find my missing top. My question is what is the regulation for video camera? The store managers did not corporate with me; I wanted to check with my own eye- otherwise how would I know that they are protecting the cashier who misplaced my top... Could anybody please help me with my frustration? How would I know the managers are not lying?
