How long should this scarf be?

I know that they should be about as long as you are tall, but how long should a scarf for a toddler be? I don't know height because it's through a knitting ministry for the homeless, and it's just a general scarf for a toddler. The scarf right now is about 28" by 4", and I need to know when to stop.
